Good Governance Video Series Now Live on Funding Fox

If you work in apprenticeships or skills, you're already juggling enough complexity. The DfE Funding Rules alone run to hundreds of pages, and a single decision about eligibility, breaks in learning or employer changes can have real funding and audit consequences. That's why we built Funding Fox in the first place – to turn dense rulebooks into clear, cited answers, calculators and checklists you can actually use.

But over the last year, one theme has come through loud and clear from providers: funding compliance isn't enough on its own. Boards, owners and senior leaders are now under much closer scrutiny for how they govern their organisations as a whole – not just how they interpret the rules.

With the AELP Code of Good Governance for Independent Training Providers refreshed in April 2024, and the DfE ITP Financial Handbook establishing detailed expectations, good governance has moved from "nice to have" to non-negotiable.

To support you with this, we've created a brand-new eight-part governance video series, now available to all Funding Fox subscribers alongside our full library of funding and compliance training videos.

Why Governance Matters So Much for Independent Training Providers

Independent training providers (ITPs) now deliver most of England's apprenticeship programme and a significant share of wider post-16 skills provision. Each year, they are trusted with billions of pounds in public funds to deliver high-quality learning and skills for employers and communities.

When governance is strong, that public trust is reinforced: funding is used properly, learners are safe, Ofsted judgements are stable, and organisations can plan for the long term. When governance fails, the consequences are usually very public – financial failure, sudden closures, poor inspection outcomes and clawback of funds. A single collapse doesn't just affect that provider; it damages confidence in apprenticeships more broadly.

This is why AELP's updated Code of Good Governance explicitly links strong governance with the wider reputation of the apprenticeship system. It positions good governance as the framework that helps boards and owners set strategy, oversee quality, manage risk and provide visible accountability for how public money is spent.

Alongside this, the DfE ITP Financial Handbook now sets out detailed expectations on financial management, risk, audit and board oversight for all ITPs receiving direct DfE funding. In other words: if you deliver apprenticeships, you are no longer judged only on whether you followed the Funding Rules. Regulators and funders want to see that your governance arrangements are robust, proportionate and working in practice.

Where Funding Fox Fits In

Funding Fox was built to tackle one big problem: the time and stress involved in interpreting DfE Funding Rules and Apprenticeship Funding Rules. Instead of scrolling through PDFs, you ask questions in plain English and get instant, source-cited answers drawn directly from the latest official guidance. You also get tools like off-the-job calculators, funding band checkers, levy usage estimators, interactive compliance checklists and a curated video library on complex funding topics.

That focus hasn't changed. What has changed is the governance landscape around you.

So the new governance video series is designed to sit neatly alongside everything Funding Fox already does. While the platform continues to handle the granular detail of rule paragraphs, calculations and audit evidence, the videos step back and ask:

  • Are your board and senior team set up to oversee all of this properly?
  • Do you have clear roles, delegations and accountability?
  • Are you confident that governors and owners understand their responsibilities in areas like finance, safeguarding, teaching and learning, and transparency?

The idea is simple: Funding Fox already helps you get the funding decisions right. The governance series helps ensure the people in charge know how to lead and oversee those decisions.

Inside the New Eight-Part Governance Video Series

The series is built around the AELP Code of Good Governance for Independent Training Providers (updated April 2024), but translated into practical, plain-English explanations rather than legalese. Each video is short, focused and designed for busy governors, owners, senior leaders and quality/compliance staff.

Here's what it covers.

Video 1 – Good Governance for Independent Training Providers: Why It Matters

This opening video sets the scene. It explains why ITP governance is suddenly such a hot topic, how the AELP Code and DfE ITP Financial Handbook fit together, and what "good governance" actually looks like in an apprenticeship and skills context. It's ideal as a shared starting point for your board, including non-executive directors and owners who may be newer to the sector.

Video 2 – Setting the Direction: Strategic Leadership in Training Organisations

Video two looks at strategy and leadership. It explores how boards set vision, values and long-term direction, and how they stay strategic rather than being dragged into day-to-day operational decisions. It also touches on the crucial link between board-level decisions and the culture learners and staff experience on the ground.

Video 3 – Who's in Charge? Governance Structures, Roles and Accountability

This video unpicks the relationship between the board, the chief executive and the senior team. It looks at independent challenge, schemes of delegation, and how even small or owner-managed providers can build credible oversight. The emphasis is on clarity: who decides what, and how is that decision-making documented and reviewed?

Video 4 – Stewarding Public Money: Finance, Risk and Audit for ITP Boards

Here we move into financial strategy and audit. The video explains the board's responsibilities for setting budgets, understanding risk appetite, approving financial regulations and ensuring there are effective internal controls. It also shows how governance links directly to the DfE ITP Financial Handbook requirements around good practice in financial management.

Video 5 – Driving Quality: Teaching, Learning and Outcomes for Learners

Good governance doesn't stop at the balance sheet. Video five focuses on how boards assure themselves about the quality of teaching, training and assessment, and about learner progress and outcomes. It looks at performance indicators, learner and employer feedback, self-assessment and the use of data across different types of provision, including subcontracting.

Video 6 – Safe, Fair and Inclusive: EDI and Safeguarding in ITP Governance

This video explains the board's role in creating a safe, fair and inclusive environment. It covers equality and diversity strategy, safeguarding and Prevent duties, complaints and whistleblowing routes, and how boards should receive and act on information about concerns. The aim is to move beyond basic compliance to a proactive, learner-centred approach.

Video 7 – Being Open: Transparency, Reporting and Stakeholder Trust

Here we look at openness and accountability: how providers communicate their mission, performance and decisions to learners, employers, staff, funders and the wider public. The video covers annual reports, financial statements, public benefit reporting for charities, and practical ways to engage stakeholders and report on progress.

Video 8 – Making Governance Work: Board Effectiveness and Continuous Improvement

The final video brings everything together by focusing on board effectiveness itself. It looks at board composition, recruitment and succession, induction and ongoing development, evaluation and self-assessment, and remuneration and severance decisions. The message is that good governance is a living practice, not a static organogram.

Across all eight videos, the emphasis is on real-world application: what boards can do next week to strengthen governance, not just what the documents say in theory.

Designed for How Providers Actually Work

We've built this series with the reality of ITP life firmly in mind:

  • Short, focused segments – ideal for board meetings, away-days or individual CPD
  • Plain English throughout, with no assumption of prior governance expertise
  • Direct links to funding and compliance, so quality and governance are not treated as separate worlds
  • Flexible use for different roles – governors, executive leaders, quality managers, compliance teams and apprenticeship operations can all get value from the same content, from different angles

Because the series is hosted within Funding Fox, you can easily combine it with the tools you already use:

  • Watch a governance video on finance and risk, then use the Funding Fox calculators and checklists to sense-check your own processes against the latest DfE Funding Rules
  • Use the teaching and learning video as a primer for governors ahead of an Ofsted preparation session, then generate audit-ready funding rule references for key delivery decisions
  • Share the transparency and stakeholder engagement video with senior leaders and then use Funding Fox's saved queries and reports feature to build a board paper that evidences how funding decisions were taken

How You Might Use the Series in Your Organisation

Here are a few practical ways providers are already planning to use the governance videos:

Board induction – new governors and non-executive directors watch Videos 1–3 as part of their induction, so they understand the sector context, strategy and roles from day one.

Annual governance refresher – the full series is used as a structured refresher for the board each year, alongside self-assessment against the AELP Code and DfE handbook.

Preparing for external scrutiny – before a funding audit or Ofsted visit, senior teams and governors revisit the finance, quality and transparency videos to check that governance arrangements are still aligned with practice on the ground.

Linking funding and governance – quality and compliance teams use Funding Fox for day-to-day rule queries and calculators, while the governance videos help senior leaders understand the oversight and assurance needed above that operational detail.

Ultimately, the goal is simple: to help you move from reactive fire-fighting to confident, proactive leadership – where your board, owners and senior team understand both the rules and the governance responsibilities that sit around them.
