What is the DfE Report Analyzer?

The DfE Report Analyzer is a powerful tool for analyzing apprenticeship funding reports from the Education and Skills Funding Agency (ESFA). It processes CSV reports and provides visual dashboards, summaries, and detailed breakdowns.

Apps Indicative Earnings Report (Report 129-135)

Detailed earnings report for Funding Model 36 apprenticeships (from 1 May 2017)

About the Apps Indicative Earnings Report

This report shows earnings generated under Funding Model 36 (apprenticeships from 1 May 2017 onwards). It provides detailed information about each apprentice and their expected monthly earnings.

What's Included

  • • Key information about each apprentice
  • • Learning activity and programme details
  • • Expected earnings generated each month
  • • One row per learning aim (multiple rows if price is renegotiated)
  • • All Funding Model 36 aims (even with zero earnings)

What's NOT Included

  • • EAS (Education and Skills) data (shown at aggregate level elsewhere)
  • • Breakdown of employer contributions vs co-investment
  • • Levy account payment details
  • • Actual payments made (report generated before payment process)

Important Timing Note:

This report is generated during the ILR submission window, before the payment process at the end of the collection period. As a result, it shows total earnings but doesn't break down how these are funded (employer contributions, co-investment, or levy payments).

What the Analyzer Shows You

Dashboard Overview

  • Total learners: Count of unique apprentices
  • Total earnings: Sum of all expected earnings
  • Average per learner: Mean earnings per apprentice
  • Completion status breakdown: In Learning, Completed, Withdrawn, Break in Learning

Monthly Payments Chart

Visual breakdown of earnings across the academic year (August to July):

  • • On-programme earnings (main training payments)
  • • Balancing payments (adjustments)
  • • Completion earnings (20% completion payment)
  • • Learning support earnings
  • • English and maths earnings
  • • Additional payments (employers, providers, apprentices)

How to Use the Report Analyzer

1Download Report from ESFA

Log in to the Submit Learner Data service and download the Apps Indicative Earnings Report for your provider:

  • • Navigate to Reports section
  • • Select the collection period you want to analyze
  • • Download "Apps Indicative Earnings Report"
  • Do not rename the file - keep the original DfE filename

2Upload to Analyzer

Click the upload area or drag and drop your CSV file. The tool will:

  • • Validate the filename matches expected format
  • • Parse the CSV data
  • • Check for required columns
  • • Load the data for analysis

3Review Dashboard

The dashboard view opens automatically, showing summary statistics, monthly payment trends, and earnings breakdowns. Use this for quick insights into your provision.

4Explore Learner Details

Switch to "Learner Details" view to:

  • • Search for specific apprentices by name, ULN, or employer
  • • Filter by completion status (In Learning, Completed, Withdrawn, etc.)
  • • Click any learner row to see their full earnings breakdown
  • • View month-by-month payment details

5Analyze Trends

Use the monthly payment chart to identify trends in your earnings profile and plan for upcoming payments.

Understanding Earnings Categories

On-Programme Earnings:

The main training payments (80% of TNP) paid monthly throughout the apprenticeship

Balancing Payment Earnings:

Adjustments made to correct previous payments or account for changes

Aim Completion Earnings:

The 20% completion payment paid when the apprentice completes

Learning Support Earnings:

Additional funding for apprentices with learning difficulties or disabilities

English and Maths Earnings:

Separate funding for English and maths training (up to level 2)

Additional Payments:

Incentives, small employer waivers, and other additional payments

Important Points About the Report

  • Indicative earnings: These are expected earnings, not confirmed payments
  • Generated before payments: Report doesn't show final payment breakdowns
  • Multiple rows: Learners with price changes have multiple rows for the same learning aim
  • ZPROG001 focus: Main programme aims use learning aim reference ZPROG001
  • Zero earnings included: Aims with no earnings are still shown in the report
  • No EAS data: Employer Advisory Service data is not included at this detailed level
  • Keep original filename: The tool validates the filename to ensure it's the correct report

Why Some Learners Have Multiple Rows

A learner may appear multiple times in the report if their price changed during the apprenticeship:

Common Scenarios for Multiple Rows:

  • Change of employer: New employer negotiates different price (TNP3/TNP4)
  • Price renegotiation: Original price adjusted during programme
  • Recognition of prior learning: Price reduced after initial assessment
  • EPA cost added: TNP2 (EPA cost) added when cost becomes known

How the Analyzer Handles This:

The tool automatically groups multiple ZPROG001 rows by ULN (Unique Learner Number) and sums the earnings to give you the total for each apprentice. This ensures accurate learner counts and totals.

Tips for Using the Report Analyzer

  • Compare periods: Analyze reports from different collection periods to track trends
  • Check completion status: Monitor withdrawal rates and identify learners needing support
  • Forecast cashflow: Use monthly payment trends to predict upcoming earnings
  • Identify anomalies: Search for specific learners to investigate unexpected earnings
  • Don't rename files: Keep original DfE filenames for the tool to validate correctly
  • Review after each submission: Check reports after each ILR submission to catch errors early
  • Cross-reference with payments: Compare indicative earnings with actual payments received
