What is the Employer-Level Co-Investment Tab? (Report 178-186)

The "Employer-level co-investment" tab provides detailed information on how apprenticeship co-investment relates to specific employers, especially crucial when one apprenticeship involves multiple employers (e.g., change of employer scenarios).

Key Differences from "Co-investment and PMRs" Tab:

  • Focuses on co-investment values only (no PMR data)
  • Shows one row per employer change (new row when employer name or ID changes)
  • Does not include earnings information or PMR values
  • Uses "Employer applies from this month" instead of learning start dates

When Apprentices Don't Appear:

If an apprentice appears on the "Co-investment and PMRs" tab but not on this "Employer-level" tab, it likely indicates PMR values recorded where no matching employer co-investment was calculated. This may happen when PMR is collected in advance of programme starting.

How the Report is Structured

One Row Per Employer

Shows a row for each apprenticeship standard/framework/pathway for an apprentice, with a new row whenever:

  • There is a change in employer name
  • There is a change in employer ID (for ACT2 contracts where determinable)
  • Employer changes from ACT1 to ACT2 or vice versa

"Employer Applies From This Month"

Shows the calendar month (yyyy-mm format) when the first payments for this employer were generated. This indicates the time relationship since learning start dates aren't shown (employer changes don't require new learning start dates).

ACT1 vs ACT2 Contracts

  • ACT1 (Apprenticeship Service): Shows actual employer name
  • ACT2 (Non-Apprenticeship Service): Shows "ACT2 Contract" instead of name

Employer ID Matching

Where DfE can match employer name to employer ID in ILR data, the employer ID is included. Sometimes this field may be blank if it's not straightforward to determine which employer ID the name relates to.

What the Tool Shows

Employer Analysis

  • • Total co-investment due per employer
  • • Number of learners per employer
  • • Breakdown by ACT type (ACT1 vs ACT2)
  • • Employer change tracking

Monthly Co-Investment

  • • Co-investment due for each month (R01-R14)
  • • Totals for previous and current funding years
  • • Co-investment percentage (5% or 10%)

Special Indicators

  • • Levy or levy transfer funding indicator
  • • 100% ESFA co-investment indicator (small employer waiver/redundancy)
  • • LDM code 356 or 361 usage

Download the same Apps Co-Investment Contributions Report as the main co-investment tool. This calculator analyzes the "Employer-level co-investment" tab.

Understanding Multi-Employer Scenarios

This tab is specifically designed to help you understand co-investment when apprentices change employers mid-programme:

Example: Change of Employer

  • Row 1: Shows Employer A with co-investment from start until they left (e.g., Aug-Dec)
  • Row 2: Shows Employer B with co-investment from when they took over (e.g., Jan onwards)
  • Each row clearly shows which employer is responsible for which period's co-investment

Important Points

  • No PMR data: This tab doesn't show PMR values - use "Co-investment and PMRs" tab for that
  • No earnings: Completion earnings/payments not shown on this tab
  • Criteria difference: Based solely on co-investment values, not PMR records
  • Employer ID reliability: PMR values can't always be reliably related to specific employer, hence not shown
  • ACT2 limitation: "ACT2 Contract" shown instead of actual employer name for non-apprenticeship service employers
  • Blank employer IDs: Sometimes blank when not straightforward to determine unique employer ID match

Tips for Analysis

  • Use both tabs: Analyze "Employer-level co-investment" for employer splits, then "Co-investment and PMRs" for PMR collection details
  • Focus on multiple rows: Apprentices with multiple employer rows indicate change of employer - key scenarios to review
  • Check "applies from" dates: Use "Employer applies from this month" to understand timeline of employer involvement
  • Compare discrepancies: If apprentice on PMR tab but not this tab, check for advance PMR collection
  • Group by employer: Use the tool's employer grouping to see total liability per employer
