What is the Co-Investment Report? (Report 168-188)

The Co-Investment report identifies apprenticeships where employer co-investment is required. This tool analyzes the "Co-investment and PMRs" tab which shows monthly co-investment amounts due from employers and PMR (Payment) records collected.

The report identifies apprenticeships meeting either criteria:

  • Apprenticeships with co-investment values generated for payments due from employers (this year or previous years)
  • Apprenticeships with one or more ILR "PMR" (Payment) records

When the Report is Blank:

If no co-investment is required and you haven't recorded PMR payments, this report will be blank. For small employers with 100% ESFA co-investment (no employer contribution), apprentices won't appear unless PMR records exist.

What the Tool Shows

Monthly Co-Investment Due

Shows co-investment required from employers for each month (August R01 through July R12, plus R13/R14) for each apprentice

PMR Collections

Displays employer contribution payments (PMR records) collected in previous and current funding years

Completion Earnings & Payments

Shows completion earnings and payments to help identify when completion payments weren't made due to outstanding co-investment

Collection Percentage

Calculates percentage of co-investment collected using PMR values recorded

Special Cases & LDM Codes

LDM Code 356: Own Employees

If delivering apprenticeships to your own staff, record LDM code 356. You don't need to record co-investment payments in the ILR, but apprentices will still appear on this report to indicate the co-investment that's technically required.

LDM Code 361: Waiver

In exceptional cases with ESFA authorization, use LDM code 361 when there's no requirement to record payment transactions. Apprentices will still appear on this report showing the required co-investment.

LDM Indicator Column

The report includes a column to indicate when LDM code 356 or 361 has been used, helping you identify these special scenarios.

How to Use the Calculator

1Download Report from ESFA

Log in to Submit Learner Data and download the Apps Co-Investment Contributions Report from Period End Reports:

  • • Available as Excel (.xlsx) file
  • • Contains multiple tabs/sheets
  • • Do not rename the file from its original DfE format

2Upload to Calculator

Upload your Excel file. The tool will:

  • • Automatically select the "Co-investment and PMRs" tab
  • • Parse the data and validate the structure
  • • Display available sheets if multiple exist

View summary statistics including total learners, total co-investment due, total PMR collected, and overall collection percentage

Switch to table view to explore individual apprentice records, filter data, and drill down into specific co-investment details

Understanding Co-Investment Percentages

Co-investment rates depend on start date:

  • Before 1 April 2019: 10% employer co-investment
  • On or after 1 April 2019: 5% employer co-investment

The report includes an "Employer co-investment percentage" column showing the applicable rate for each apprentice, plus an "Applicable programme start date" used to determine this percentage.

Important Points About Co-Investment

  • Employer identification: Report uses Employer identifier (ERN) from ILR and displays employer name from apprenticeship service
  • Multiple employers: If multiple employers/names exist, this is flagged with count columns
  • Completion payments: Tool highlights situations where completion payment wasn't made due to outstanding co-investment
  • Levy funding indicator: Shows if apprenticeship received levy funding (making co-investment calculation more complex)
  • 100% ESFA funding indicator: Flags if funded at 100% at some point (due to small employer waiver or redundancy)
  • Collection percentage care: When PMR or co-investment spread across multiple rows, interpret percentage carefully

Tips for Managing Co-Investment

  • Use both analyzers: Analyze both "Co-investment and PMRs" (this tool) and "Employer-level co-investment" (separate tool) for complete picture
  • Monitor completion payments: Check for outstanding co-investment preventing completion payments from being made
  • Track PMR records: Ensure PMR payments are recorded correctly in your ILR to match co-investment due
  • Check LDM codes: Verify LDM 356/361 are used appropriately for own employees or waivers
  • Review multiple employers: Pay special attention to apprentices with multiple employer IDs or names
